General
As reported last month, some members of the executive committee are standing down shortly. We do need very urgently a new Chairman, Membership Secretary and Treasurer. A resident has come forward, hopefully to take on the Treasurer‘s role. With Christmas approaching fast, this is our last Press Release for 2006. Can I take this opportunity to thank all our committee members, our members, and supporters, for their help this year.
It has been a difficult year for the Association, with some committee members resigning their posts for various personal reasons.
Despite this, we have continued to progress the work of the Association, completing several important projects and as well as taking several important decisions. The projects being our second Cherry Fayre, shortly our third Christmas Tree and Lights celebration, our second Quiz night, and our second Open Gardens afternoon. We have decided that our charities for 2007 will include Age Concern and the Cherries Residential Home.
Plans for the Leisure Facilities for the older children are now fully funded. The Village Traffic Plan is about to be published, and work on the Village Design Statement will begin again soon. We are building a better working relationship with Thames Valley Police, to obtain a more responsive service from them.

We still receive comments that because residents take the Grapevine, they think this includes membership of the FHRA. Although we work in conjunction with the FHCA on fund raising events, and they kindly allow us to use the Grapevine to publish our activities, we are two separate bodies. We need you to join the FHRA to support us, in our activities on behalf of the village. Join or rejoin now, and your membership will not expire until December 31st 2007. Renewal of your membership is due from January 1st 2007. You can now also pay your membership by standing order.
P/E Group
The P&E group reviewed proposals for the Snow Dome project and were generally supportive of the proposal subject to concerns over traffic flow and parking subject to being addressed in more detail.
The group agreed to continue to monitor the status of the Temperance Hall and the A&W College site.
The group agreed that more VDS questionnaires needed to be completed and returned in order to offer majority opinions on issues as a village and the next issue of this document will be at the Christmas Lights switching on.
Police and Traffic Group
The final version of the Village Traffic Plan is almost complete, and will be sent to local organisations for their comments, prior to publication to gain resident’s views. .
Regular meetings continue with our Beat Bobby and PCSO into illegally parked cars.
No calls have been received recently on our police hot line. Please do not forget to use this to report a crime once you have contacted the police. The number is 07871 825201.

Christmas Tree and Lighting up Ceremony Saturday 9th December
Don’t forget!! Carols around the tree at 4.30, lights turned on at 5pm. Bring the children to meet Santa. Tea and Mince Pies again served in the Community Centre, but please be sure to visit the Post Office from mid afternoon when Mr and Mrs Patel will be serving delicious samosa’s as their thank you to Flackwell Heath residents.
An Evening with the Wycombe Orpheus Male Voice Choir Saturday 27th January 2007
at 7.30pm, at Christ Church, Chapel Road, Flackwell Heath This is an opportunity to hear locally the Choir which is noted internationally for its magnificent and varied sound, and the relaxed and enjoyable atmosphere it creates to the highest of musical standards.
This event is to raise funds for the 2007 Cherry Fayre.

General
The Executive Committee have met, and are delighted to announce that for 2007, The Cherries Residential Home, and Age Concern have been selected as our preferred charities.
We wish to announce the donation from Awards for All, and the donation from Councillor John Savage from his WDC Community Budget, towards our Leisure Facilities. We congratulate Pam Mannering Chair of our Youth Group for her hard work and dedication, and we wish to thank Councillor John Savage for his continued support of the FHRA. See article below.
The Christmas Decorations for 2006 are in place, including the new extra lights around Acorn House. We congratulate our Decorations Group led by Elaine Parsons for their work with WDC, in completing this project in such a timely manner.
Phil Lawrence
It was with much sadness that we heard that Phil Lawrence had passed away. Phil was such a decent and respected member of the community. He had been an active member of our Police and Traffic Group for several years, and latterly became our Police Issues spokesman. Phil will be sadly missed by all

Organisation
As previously reported, some members of the Executive Committee are carrying out dual duties on behalf of the Association. The Executive Committee have therefore decided to split these dual roles, and advertise for new committee members.
David Onslow, current Chairman of the Executive Committee, and Chairman of the Police and Traffic Group, has completed his tenure as FHRA Chairman, and reverts to his role as Chairman of the Police and Traffic Group
Mike Scullion, current Treasurer, and Chairman of the Cherry Fayre Committee, will take on a new role as Chairman of a new Events Group
Barbara Grierson, current Membership Secretary and Secretary of the Police and Traffic Group, will revert to her role as Secretary of the Police and Traffic Group.

Youth Group
At last some good news. We have been successful in our application to the Lottery “Awards for All”. They have awarded us £10,000 towards the Leisure Facilities on the Recreation Ground for the older children of the village.
We have also received a donation of £470 from Councillor John Savage through his Community Ward Budget
Through other donations from, Bourne End and Cookham Rotary Club, Cookham Bridge Rotary Club, a private donation from Rita Liddiard, money raised by the youth running their own discos, and funds raised by Residents Association functions, we now have sufficient funds for this project.
Police and Traffic Group
The group have continuing concerns over the effect on the availability of our local police, due to the anti – terrorist’s searches in the local woods.
The group are finalising their recommendations for the Village Traffic Plan. These will shortly be sent to our County Councillor Mike Appleyard for vetting. Our recommendations will be published shortly
P/E Group
Kebab Van Application Green Man Car Park. A temporary licence for 6 months has been granted on appeal. This ridiculous decision overrides letters of objection, sent in on behalf of our Association, our local Councillors, and other local businesses.
Anybody affected by the granting of this temporary licence, is advised to log any undesirable instances, which can be used in evidence after the six month trial period ends. We do hope to try and get this ridiculous decision overturned

General
With the summer holidays now nearly complete, your committees are slowly getting back into action again. Some have been meeting throughout the holiday period as their work is never done. The Executive Committee met and took some important decisions regarding allocation of funds for 2006. See the article below.
For 2007, they have decided to support Local Organisations/Charities, as well as allocating money to their own future projects, and this will be discussed at their next meeting in October. Thus, residents will know how their money is being spent in helping the community.
Our latest event, the Village Quiz Night, held in conjunction with the Community Association, took place on 16th September, and was another very successful collaboration between the two Associations. It gives me much personal pleasure to report the allocation of funds towards the FHCA Hall Rebuilding Fund. See the article below.
Can I please appeal once more to all our residents and members, to come forward and help the members of the Executive Committee? Too many of the committee are undertaking two roles, which is an unfair burden. For the Executive Committee to be run efficiently, we need extra help urgently, for the Chairman, the Treasurer, and the Membership Secretary, and additional people for all groups. We can only do so much, with such a small band of dedicated volunteers, but with more help we could achieve so much more for the village

MEMBERSHIP: So far £1,764.10 has been raised in subscriptions. This represents £1,066.00 in fees and £698.10 in donations. The current membership is 293, of which 105 are new members; this means that there are many members who have not renewed, for one reason or another for 2006. Can we please appeal to you to rejoin.

FUNDS ALLOCATION 2006:
The Executive Committee are pleased to announce the following allocation of funds for 2006
Decorations Group. £2300 towards additional Christmas Lights around Acorn House for 2006, thereby completing this project, which was begun last year.
Youth Group: £3,000 towards the Leisure Facilities: so that Stage 1 (tarmacing) can be completed.
The Executive Committee are pleased to note Chepping Wycombe Parish Council would be responsible for the facilities once they were in place.
Community Association: £1,000, plus all the proceeds of the Village Quiz Night to the Flackwell Heath Community Association for their Hall Rebuilding Fund
Police and Traffic Group
The Group has met regularly with our local ABO, Rob Page and Alex Beever, our PCSO.
There has been an improvement in anti-social behaviour in some areas, although there have recent ASB problems reported at The Cherries residential home. This is now under investigation by our ABO PC Rob Page
The attendance at Beat Surgeries has been variable.
The group have concerns over the effect on the availability of our local police, due to the anti – terrorist’s searches in the local woods being co-ordinated by the Metropolitan Police.
Work continues on finalising the Village Traffic Plan.
Youth Group
We are pleased to announce, the receipt of £1000 from Wycombe District Council towards the costs of the Leisure Facilities. This grant is in lieu of the Kicking Wall that was demolished with the rebuilding of the Toilet Block on the Recreation Ground
Events
CHERRY FAYRE ’06 REPORT: Feedback received is very favourable, with comments such as: ‘great’, ‘enjoyed’, ‘a success’, ‘when’s the next one’, etc. The executive committee congratulate Mike& Meg Scullion and Terry Darby on their efforts, and working so hard.
The total profit from Cherry Fayre 06 was £4,100. This has provided a boost to our funds, and will enable us to allocate funds to our various projects for 2006, as set out in the previous paragraph.
Work on Cherry Fayre 07 has already begun. If you want to be involved, or wish to help, please ring Mike Scullion on 01628-524187.
Village Quiz night
The village quiz night was held on Saturday 16th of Sept at the Community Centre. This was a joint event hosted by the Residents Association [FHRA] and the Community Association [FHCA]
What an evening of fun and laughter it turned out to be, under the control of the very able question master Craig Lewis. Many people commented on what a great evening it had been
The team Go with the Flow came out tops again and retained their crown. Congratulations to them
Our Chairman David Onslow announced the allocation of the FHRA funds for 2006, and presented John Sweetman the Chairman of the FHCA with a cheque for £ 1000 towards the Community Centre hall rebuilding fund. In an additional gesture the FHRA executive committee had decided to give the entire proceeds from the Quiz Night to the FHCA. The Quiz night proceeds being almost £1000, the FHCA have now received a cheque from the FHRA for £2000

New Name
The Charity Commissioners have not approved the members’ choice of Flackwell Heath Village Association as in their opinion it does not distinguish from the FHCA and we have therefore decided to adopt the members’ second choice of Flackwell Village Voice.
We look forward to the highlight of the year, our second Cherry Fayre on Sunday July 16th which promises to be bigger and better than last year details cab be found below.
We are pleased to extend a warm welcome to Pamela Burton who has joined the Association to assist the with its administration. More volunteers are still needed and we ask residents to come forward we’re looking for administrative, secretarial, advertising, fundraising, financial and managerial skills, or even just people to help us deliver literature etc. All that is needed is a few hours each month. Membership
Following the success of our Membership stalls at the VDS and outside Budgens, we have attracted 41new members. Others have taken forms and we’d ask them to please complete and leave at Unit 4 Newsagents. Look out for our membership stalls at the Carrington Fete and Cherry Fare. Please encourage your friends and families to become members, so that we can truly represent the views of the villagers. Will all residents who have not renewed their membership please do so now. Police and Traffic Group
The beat surgery with PC Rob Page and PCSO Alex Beever held at Christ Church on Saturday June 3rd was well attended by residents wishing to take up their complaints with the Police. Further surgeries are planned, so watch out for future dates.
The Traffic Plan is progressing well, with many of the targeted roads and suggested speed restrictions now plotted on a map of the village
Decorations Group
We are looking to extend the Christmas lights around Acorn House this year, quotes for this work are being obtained.
Youth Group
The Leisure Facilities for the youth group will be allocated an additional sum towards the building costs. Once the Planning Application has been passed a 3-year plan for this work will be prepared.
Events
Banjovi Concert
All at the concert given by Banjovi Revival enjoyed a great afternoon’s entertainment. Our grateful thanks go to Pauline Gibson and the band for performing for us, and raising £360 which the band have very generously donated to our much needed funds for our youth leisure facilities. A big thank you also to all the helpers on the day, who made it all go with a swing.
Open Gardens Event Sunday 11th June 2 - 5pm
Once again the residents of the village turned out in force on a blistering hot day to enjoy the
gardens and indeed the cream teas on offer.
Thanks go to all involved, the garden owners, Wendy Bull and her team for the teas, helpers from
the Decorations group selling tickets, and of course all those that attended. Thanks for all you support in making this village event so enjoyable.
Cherry Fayre: Sunday 16th JULY
This year, we’re stepping back in time to Victorian times. Everybody is encouraged to wear Victorian costumes on the day, to recreate the style and atmosphere of the period and there will be a prize for the best dressed man, woman and child. This is the FHRA’s main fund raising event of the year and if last year is anything to go by, not to be missed. The event starts with a parade from the scout hut in Chapel Road to the Recreation Ground on the Straight Bit commencing at 12:15pm. Queen Victoria and Prince Albert will be leading the parade in a Victorian Horse Bus along with the winners of the colouring competition from Juniper and Carrington schools. The parade will also feature a Victorian cycling club, marching band, choir, dancers, entertainers and vintage cars so make sure you don’t miss it! This year there are many more food stalls, side attractions and some exciting arena events including the highly competitive tug of war between local teams and the 5 aside football match between Juniper Hill and Carrington schools, so why not bring the whole family and have a great day out.
Quiz Night: Saturday 16th September - The quiz night is being held in conjunction with the Community Association and will take place in the Community Centre.

Organisation
After the momentous changes of the previous month, the new Committee have quietly, but with resolve, been continuing the business of running the Association, and our thoughts now turn to an exciting array of summer events. Starting with the open garden afternoon, on 11th of June, then on Sunday July 16th we’re taking a step back in history for a Victorian theme Cherry Fayre, which hopefully will be bigger and better than last year’s event. Then on September 16th we join once again with the Community Association for the fun packed, annual village quiz. Fuller details of all these events are shown below.
We are pleased to announce that all vacant positions on the executive committee have now been filled. Carolyn Leonard has agreed to become our new secretary, and Terry Darby has agreed to become our Events Co-ordinator.
Work is continuing on the Village Design Statement (VDS) and our thanks go to Graham Carter and his team of helpers who ran an informative update meeting for residents on Saturday 13th May
Following the AGM, we have attracted some new members to our groups, David Johncock and Martin Lawrence have joined the Planning & Environment group, Carol Lawrence the Decorations group, and Dave Rollison the Police & Traffic Group. A warm welcome to you all. We still need more volunteers and we appeal to any resident who has spare time, and would like to contribute to the life of the village, to come forward and join one of our focus groups; or perhaps to assist one of our hard working executive members, many of whom are helping to run other village organisations. All we need is a few hours of your time each month. Working with the association is a great way to get to know more people in the village, to have a say in what goes on, and make new friends. If you are interested please contact any member of the executive committee.
We are continuing discussions with The Charity Commissioners to register our proposed new name. This was requested by them to distinguish the FHRA from the Community Association.

One of our main objectives is to increase our membership. Look out over the coming weeks for our membership stalls outside Budgens, and at the Carrington School fete as well as at our own events. Planning and Environment group: We’re keeping an eye on the following developments / planning applications:
32 Sedgmoor Road, HP10 9AU:- The application for 2 x 2 bed + 2 x 4 bed houses has been approved. Bulldozers have appeared on the site.
56 Straight Bit :- Work has commenced on the site and to date appears to be demolition and site clearance.
Other Developments:- Chapel Road - There appears to be no action at present but the situation will continue to be monitored.
Hot Topics
Wind Turbine :-Where the colour scheme has now been changed to that originally designated. , i.e. a grey top, which is thought to be more aesthetically pleasing. It was felt to look better like this, the Phone Mast at The Football Ground where It is understood that the council’s officer is recommending its rejection, the Motorbike Scramble Track where It is understood that permanent approval for this is being sought. Banks are being built up but are not sufficient as yet to fully combat noise, and the Temperance Hall where residents views on its use, will be canvassed in the questionnaire at the Cherry Fayre. We will continue to monitor the situation here.

Police and Traffic Group
Police Issues - At a recent meeting we met our new area beat officer (ABO) Rob Page, and Sgt Brian Keir from Hazlemere Police station. They confirmed that Beat surgeries will continue to allow residents to discuss their concerns directly with their local police officers. A/Sgt Lucy Price and PCSO Alex Beever had recently conducted a speed enforcement campaign in the village. They also advised that despite the increase in burglaries in January 2006, there had been a slight decrease in overall criminal activity in the first quarter of this year.
Traffic Issues: last month we advised that we had been asked by Bucks County Council to comment on parking issues throughout the village. They have now responded, and we are pleased to advise that some of our suggestions are being considered and they have offered to visit the village to look at some of the areas of concern. Rob Page was briefed on the problems associated with people parking outside Budgens. Rob and our PCSO, Alex Beever have promised to take action against motorists that persist in parking on the double yellow lines, as they agree it is causing a danger to vehicles entering and leaving the road. Following pressure from our group, you may have noticed that BCC have installed a new sign pointing to the free car parking available in Old Kiln Road.
Traffic Plan: Following a favourable response from our County Councillor Mike Appleyard, the next phase of the traffic plan will be discussed at our next meeting on 23rd May. Our Flackwell Heath Parish Councillors have been invited to help shape the plan.

Cherry Fayre - A drawing competition sheet for distribution to village schools is being produced. The prize for the lucky winners is to travel in the Grand parade on a Victorian horse drawn bus.
Village Planting: The daffodils we planted have come up but look a bit sparse. We will try to add more
variety for next spring. We are liaising with the Radhuni Restaurant, with regard to replanting the planter
outside the restaurant.

Open Gardens Event Sunday 11th June 2 - 5pm
This proved so popular last year when over 80 people visited gardens throughout the village. This year 3 new gardens will be open and there will also be an opportunity to visit the allotments by the Scout hut,

Cherry Fayre: Sunday 16TH JULY
The theme this year is Victorian and the Fayre will commence with a parade from the Scout hut in Chapel Road at 12:15PM. Residents and stall holders are asked to dress up in Victorian attire, and to join in the parade adding atmosphere to the event. Advertising and stalls are sold out and the programme is at the printers. We’re now looking for prizes for the tombola, if you have any new items please contact Mike Scullion or any member of the committee. Several people have come forward to offer help on the day, if anyone else wishes to assist in any capacity please contact Terry Darby.
Quiz Night: Saturday 16th September - Following the success of the quiz night held jointly between the Community Association and the Residents Association last year, the next one will take place in the Community Centre in September. The format will be the same as last year, plenty of questions, good food and excellent company should ensure a fun packed evening for all.

Organisation
At the recent AGM our Chairman, Dave Johncock, announced his intention to stand down with immediate effect, as his work as a tour organiser did not allow him to give sufficient time to FHRA matters. On behalf of the Executive Committee, I would like to pay tribute to Dave for his tremendous efforts over the last 2 years. We also said farewell to our indomitable secretary, Pauline Gibson, who was the sole survivor of those who set up the forerunner to the FHRA, the FHRC. Pauline has given us tremendous service over the last 4 years for which we are very grateful, and her hard work and dedication will be sorely missed. Together their drive and enthusiasm has taken us from a fledgling organisation, to a well run and organised Association. During this time we have greatly improved our financial position, obtained charitable status, and gained recognised credibility with all the local authorities. We have also run many successful fund-raising events for the village. Dave will not be completely lost to us, however, as he is going to join our Planning and Environment Group, where I am sure his experience and keenness will be greatly welcomed, and Pauline will be staying on as a member of our Youth Group
Annual General Meeting 28th March
A brief ceremony was held before the start of the meeting when Rita Liddiard presented her very generous cheque for £260 to the Association.
Re-election of Officers
The following officers were re-elected: Mike Scullion, Treasurer, Barbara Grierson, Membership Secretary, David Onslow chair Police and Traffic Group, Elaine Parson’s chair Decorations Group, Pam Mannering chair Youth Group, Graham Carter chair Planning and Environment Group, Elaine Woodman Member’s Representative. No volunteers came forward to fill the vacant roles of Chairman, Vice Chairman, Secretary, or Events Co-ordinator.
Appointments
David Onslow has been co-opted as Chair, and Craig Lewis as Vice Chair by the Executive Committee with immediate effect.
Two people have come forward to hopefully fill the other two remaining vacancies on the Executive Committee; we hope to announce these shortly. We would still welcome additional members to any of our groups, so if you have an interest in Police & Traffic issues, Planning & Environment issues, Youth Activities, Decorations Activities, please contact any of the Group Chairs shown at the bottom of this Press Release.
Association New Name
The Charity Commissioners had recommended a change of name, to distinguish the FHRA from the Community Association. After a vote, the winner was declared as the Flackwell Heath Village Association which will now be adopted, once approved by the Charity Commissioners.
Objectives for 2006/7
The most pressing objectives were to increase membership to 1000, and completion of the Village Design Statement.
Review of Subscriptions
To enable the Association to continue to fund improvements in the village, members agreed an increase in the subscription to £5 per annum effective from 6 April 2006.

Thank you, to all those who have renewed their membership, and for your generous donations. We look forward to receiving your outstanding renewals in the near future. Many of you have not yet received your new membership cards, and this has been due to the name change imposed on us by the Charity Commission. Although a new name has been chosen, it will take some weeks to be agreed by the Charity Commission, and so we have decided that this will come into use on 1st January 2007. Those without cards will receive them in a week or so. Thank you for your patience

Police Issues
Flackwell Heath will now receive its police cover from Hazlemere Police Station. Our Area Beat Officer will be PC Rob Page.
We have been advised that the Flackwell Heath area contributes approx £360.000 per annum to the Thames Valley Police authority. We wonder what we get for this sum of money.
Traffic issues
Further discussions have taken place on aspects of the draft Traffic Plan, and it has been sent to Mike Appleyard our County Councillor for his comments.
A survey of parking problem spots in the village has been prepared for Bucks CC.
The Group have been investigating the reason for the convoy of lorries seen in Sheepridge Lane and Treadaway Hill.

Youth Group by Pam Mannering
The Youth Group is continuing to encourage young people to meet at the British Legion on the last Thursday of the month to listen to music, chat or play games (computer & board). They are also hoping to restart the pool night on a Wednesday, but please check the notice board in Frackle Fryers for details.
A “beauty night" is being arranged - date to be posted on the notice board.
Applications for grants towards the Recreation Ground Project are continuing.
Planning and Environment Group by Graham Carter
The Planning & Environment Group is becoming more active and is receiving more views from residents. Whilst individual comments and complaints about planning and environment issues should always be sent to Wycombe District Council (WDC) in the first instance, the FHRA will represent the collective view of the village where there is a clear groundswell of opinion. To that end, it is helpful if residents can copy us their correspondence to WDC in order for us to build up a view of what are "hot topics" in the Village.
One of our primary goals for 2006 remains the Village Design Statement (VDS). The next event is an informal canvas of residents’ views on Saturday 13th May at the Community Centre allowing people to “drop in”, meet some of the production team and have a look at the work to date.
Hot topics at the moment are the proposed new phone mast and the motor cycle track “permanent” status. Let us know your views at plan_environ@flackwellheath.net.

By popular request, a greater choice of food and refreshments is being provided, including a pig roast.
Following last years enthusiastic event, there will be again a Schools 5-a-side football competition, in the arena, a fancy dress competition for all in Victorian Style, and also a Grand Raffle and Tombola, Donations of prizes will be welcomed.
There will be new attractions this year, and of particular interest for children, 10 tame birds of prey, tame enough for you to be photographed with one. DONATION FOR PROPOSED YOUTH FACILITIES
A big thank you to Rita Liddiard who recently celebrated her 60th birthday – yes we do have her permission to reveal her age!!. Whilst insisting that she did not want any presents, Rita gave those who wanted to mark the occasion the opportunity of making a small monetary donation towards two of her favourite charities. Her guests came up trumps and Rita was able to donate £200 to the Air Ambulance Services and £200 to Flackwell Heath Residents Association which she wished put towards the Youth Leisure Facilities at the Recreation Ground. What a tremendous gesture Rita and can we thank you and all your very generous friends, for taking us a step nearer our £10,000 requirement for the Youth Facilities. (You don’t look a day over 50!!!).
PLANNING AND ENVIRONMENT GROUP

Temperance Hall.
Following the editor’s comment in the last edition of the Grapevine, on the Temperance Hall, enquiries with WDC have confirmed that the new owners have not yet submitted a planning application for the site and that one will not be entertained by WDC without the submission of a formally approved Community Needs Analysis (CNA). Indeed, the original planning application that was submitted last year was rejected because there was no CNA. The application was therefore withdrawn whilst the analysis was undertaken.
In June 2005, a consultant presented a draft CNA to WDC planners but was advised that it was incomplete. It was clear that the community had not been properly consulted and we believe that the Residents Association had been seriously misquoted. We therefore lodged a complaint and reiterated our view that the Hall could be usefully utilised for numerous social activities not least of all a “walk-in centre” for our young people. We were however unable to obtain a copy of the draft submission, as there is no legal requirement for the consultants to publicly provide any information until a planning application is actually submitted.
We must therefore wait until WDC receive a planning application at which point we will have the right to view the CNA and be able to question the overall submission formally. You can be assured that the FHRA P&E Group will be closely monitoring the situation and will keep everyone informed !!
VDS Public Meeting - 13th May 2006.
A second draft of the Village Design Statement (VDS) is currently being prepared and the next public meeting to discuss the document will be held on 13th May in the Community Centre between 10 am and 2 pm. We hope that you will drop by to see what we have done so far and to give us your views. This is crucial to the VDS process and the more of you who contribute in this way the better our chances of getting the document adopted by WDC. Tea and coffee will be provided along with things to keep the kids amused !! Please support this event and help make a difference !!
POLICE AND TRAFFIC GROUP

I am sure you all aware of the increase in heavy lorries coming through the village. We have made representations to BCC, about the impact this is having on residents and on the roads and have been told they will try to get the lorries to take a different route. We are monitoring the situation, to see if things improve.
Greenhouses & Stones?
Most residents are only too aware of the heavy commuter traffic that passes through Flackwell Heath on weekdays, to avoid either the drag along the A40, or the logjam at Handy Cross. We all wish that people would drive more considerately through our village, without displaying the aggressive and impatient attitudes that are becoming all too evident
The Police and Traffic Group of the Flackwell Heath Residents' Association (FHRA) is doing all it can to channel these concerns to Thames Valley Police and to Bucks County Council, both of which have a responsibility for the safe management and regulation of traffic.
Sadly, through-traffic is not the only problem on our roads. There are a significant number of residents who make life unpleasant or hazardous for others in the village by their thoughtless behaviour. There is the inconvenience and danger created by lazy parking, such as on the yellow lines in Old Kiln Road. This is mainly by able-bodied drivers who are just too idle to park in the ample car park behind Budgen's and walk the short distance to the shops (we have no quarrel at all with the concession for the genuinely disabled). The parking issue in this particular road has eased somewhat since the Police put some official 'No-Parking' cones there, but the problem still persists around the village, notably near the schools.
Also, there are those who drive excessively fast along residential side-roads, to the danger of children or family pets who (mistakenly) feel safe playing in what should be a quiet, little used road. The performance of cars has increased dramatically in recent years, but the reactions of drivers and other road users are probably not much faster than a century ago, so the risk of an accident goes up. How would you feel if you injured a neighbour's child or ran over their pet by driving too fast in the wrong place? The Police are being urged by the FHRA to take firm action against speeding and inconsiderate drivers, and we would not want residents to be caught in the net. Therefore, in the interest of neighbourliness and harmony within our community, let us all try to drive more considerately in the village we love and where we have so much at stake in the shape of friends, family and quality of life.

Proposed Youth Leisure Facilities on Recreation Ground
The Chairman and Chair of the Youth Group recently met with the few residents who had concerns about the proposed leisure facilities in order that their objections could be noted and their views taken into account in any future plans. We will keep all residents informed of progress in connection with this project.
Youth evening at the Royal British Legion
On February 23rd the younger members of the Youth Group arranged an evening for young people 11 – 16 to get together to play various board games, listen to music and generally have the opportunity to chat in comfortable surroundings. The British Legion once again very kindly allowed the use of their hall this trial event and the Residents Association would like to thank them for helping with their efforts to find something for the young people to do. Thank you too to Emma, Martin, Ollie and Mark for all the work they put in, not only by giving up their time, but providing posters and leaflets and the equipment to relay the music out of their own pockets.
It was nice to see some new faces, and it is the intention to hold a similar get-together on 30th March for this age group (11 – 16). Please tell your kids about it and encourage them to come along. It is only £1 entrance fee.

RAT PACK SUPPER HELD ON 11th MARCH, AT CHRIST CHURCH HALL,
The above event was tremendously successful due to the sterling efforts of Pam Mannering who not only organised everything, but planned and cooked a fabulous three course meal (and still managed to look extremely elegant throughout the evening)!. Everyone remarked what a great night it was and certainly no-one went home hungry!
Pam had arranged for Billy Jones, a very talented singer and comedian, to entertain those attending and the Church Hall came alive with everyone singing the songs from the Rat Pack era.
The event raised £250 for the Residents Association and we would like to thank Pam for her never-ending fund raising efforts on our behalf – watch this space for future events of this kind.

CHERRY FAYRE 16TH JULY
The plans for this year’s Cherry Fayre are going ahead at a rapid rate and there is already great excitement around the village. Many of last year’s attractions will feature again as well as a host of new ones. There will be entertainment for every member of the family: from the fun of the fairground, the risk of a raffle, the fever of the five-aside football or simply a quiet cup of tea. “Queen Victoria” and “Prince Albert” have promised to make an appearance and will be arriving in style in their Victorian horse drawn carriage; they will be looking out for you on the great day – Sunday 16th July – so make sure it’s booked in your diary. A message from the Chairman
We would be delighted if you could all join us for the second Annual General Meeting of the Resident’s Association. Your support is essential to the success and future of the Residents Association and this will give us an opportunity to completely up-date you on our achievements and future objectives and for you to let us have your own views and expectations.
Our Constitution requires the entire Executive Committee to stand down at the AGM. Any member wishing to stand for one of the positions and to make a positive contribution to our worthwhile work should send their nomination now, duly proposed and seconded, to the Secretary c/o Unit 4 Newsagents Flackwell Heath. As reported in the last issue, the posts of Vice Chairman, Secretary and Events Coordinator are currently not filled; crucially, we would particularly welcome nominations for the post of Secretary. If the Residents Association is not to fold, we need new people with new ideas and especially younger members to join either the Executive Committee or one of the various groups.
MEMBERSHIP

Policing Issues
We are aware that many residents still feel unsafe in the village, especially at night. Recent crime statistics provided to us for Flackwell Heath do show an increase in crime. For October 2005 there were 33 reported crimes compared to 16 crimes in October 2004, and for November 2005 33 crimes compared to 22 in November. The official view from Thames Valley Police is that Flackwell Heath is still a low crime area, based on the amount of reported crime. In November 2005 the Police and Traffic Group introduced their own Hotline for residents to inform the Police and Traffic Group of criminal activity they had suffered or witnessed, after first reporting it to Thames Valley Police. While initially there was an encouraging response, latterly the use of the Hotline has tailed off. We can only assume therefore, and agree with the official Thames Valley Police view, that we are a low crime area, and do not need our own visible Beat Policeman. Only by reporting everything will a true record of crime in the village be obtained, and therefore change the mind of Thames Valley Police. Anti-Social Behaviour A meeting was held with Dominic Grieve, our MP, members of CWPC, a delegation from the FHRA PAT Group and other organizations on 20th of January.
The three parishes raised the question of the lack of a visible police presence in all the villages. Questions were also raised concerning the performance of PC Peter Hearmon. We hope shortly to have a full report of the meeting on our FHRA website - www.Flackwellheath.net
Beat Surgeries The first surgery for this year was held on January 21st at Christ Church. In attendance was our local beat policeman, PC Hearmon, and our PCSO, Alex Beever. Further surgeries will be held in February and March.
Challenge and Change A meeting is to be arranged, hopefully during April 2006, at which Thames Valley Police will explain to residents the police reorganisation under “Challenge and Change”.

YOUTH GROUP

We are pleased to report that CWPC approved our proposals for the leisure facilities on the Recreation Ground and, as the landowners, will submit the planning application to WDC The Council have noted that there were a couple of letters of complaint and have agreed that the issue of anti-social behaviour is an existing one and a reflection on the inadequate policing in the village. It is hoped that the provision of new facilities for the youngsters will stop the problems of skateboarding outside Budgens and in their car park.

Following the great success of last year, planning for the 2006 Cherry Fayre on Sunday 16th July is well under way and promises to be an even more attractive event. This year we have a Victorian theme with a genuine horse drawn Victorian bus, a cycling club complete with penny-farthings and other attractions, joining a much bigger parade than last year. Stall sites are in great demand and have almost sold out; if you require one please ring Liz Johncock on 01628 521495 Advertising space for the programme is going fast and additional pages will have to be added; to advertise please ring Meg Scullion on 01628 524187. We are looking for more sponsors for the main attractions, and sponsor detail packages are available from Craig Lewis (01628 528550). We are planning an exciting programme in two smaller arenas, allowing everyone to get closer to the action. Other improvements from last year include an upgraded PA system and a wider variety of food and refreshment stalls. PLANNING AND ENVIRONMENT
56 Straight Bit. Chairman advised that Dominic Grieve had taken up with the office of the Deputy Prime Minister the fact that the proposed plan for 56 Straight Bit was completely out of keeping with the rest of the village following the Planning Inspector upholding the appeal by Shanley Homes for the redevelopment of this site. Following advice from the Deputy Prime Minister’s Office we have learnt that we can appeal directly to the Inspectorate in Bristol to try and get this overturned and this is in hand.
SALE OF TEMPERANCE HALL
You will, like us, have been very disappointed and surprised to see that the Temperance Hall has been sold, despite strong representations from individual residents and ourselves against this. We had understood that there would be an investigation into community needs when this building achieved local listing status following pressure from the Chiltern Society
The Temperance Hall was originally the social centre of the village and since the 1970s has provided a valuable and well utilised meeting place for local catholic parishioners and, as you know, we would liked to have had the opportunity to use it as a meeting place for our local youth,
As far as we are aware no-one has been advised as to whom the buyer is and the intended future plans, but we can assure you that we are presently making enquiries as to exactly what is proposed for this historic building. We will be closely monitoring the planning application and do our best to ensure that the proposed development will be a sympathetic conversion of this 100 year old historic building. We will keep you advised of progress..
